There were three groups of people who had to receive the Spirit of God in the Old Testament. A 4th (gifted people called for special; divine services like Bezalel Ex 31: 3; 35:31) had to receive it in special occasions. The first was the king for right judgment. The second was the priest for the right sacrifice, and the third was the prophet for the right utterance. These three served as the guide to the society. The king led the people and thus represented God. The priest directed the people on how to serve God, and the prophet taught them the ways of the Lord. The prophet checked and balanced the actions of both the king and priest.
