So if someone is born of the Spirit then they should have the Holy Spirit because you can only have the DNA match with your father. Furthermore, “.. as many as received him, to them gave he power to become the sons of God, even to them that believe on his name” (Jn 1:12). This means that once you accept Jesus Christ as your Lord and Savior, God sends his Holy Spirit to abide in you as a seal of approval (2 Tim 2:19) because you are sealed with him unto the day of redemption (Eph 4:30). That tells you that you already have the Holy Spirit. Perhaps your confusion emanates from not being able to distinguish between having the Holy Spirit and the Baptism of the Holy Spirit. To have citizenship and a passport are two different things, but you cannot have a passport without having citizenship. You cannot be baptized in the Holy Spirit without having the Holy Spirit, but you can have the Holy Spirit without being baptized in the Holy Spirit.
Speaking in tongues is the physical initial evidence of having been baptized in the Holy Spirit. There are two types of speaking in tongues: glosolalia (using heavenly language) and ethnolalia (using earthly language). In glosolalia is characterized by echolalia, which to the world might look like an impairment. However, Paul told the Corinthians, " God hath chosen the foolish things of the world to confound the wise; and God hath chosen the weak things of the world to confound the things which are mighty." I Cor. 1:27 Speaking in tongues is not a prerequisite for salvation. In Jn 3:5 only two things were listed physical birth and regeneration. That is why angels cannot be redeemed because they have not gone through physical birth.Angels are not made of flsh and blood. Only that which is in flesh and blood can repent. In the Acts there are several examples of people who got baptized then received the baptism of the Holy Spirit by speaking in tongues. However that came after they had received salvation (thus the Holy Spirit). The baptism of the Holy Spirit is to confirm their call and readiness to offer the sacrifice of fire which is evangelism actually. It is for everybody but not necessary for salvation. It does not mean that if you don’t have it, you are not ready for evangelism? It simply means you are not too strong in many places.
